The Local Transport Plan is not the same as the Mass Rapid Transit (tram) consultation that’s been going on, but it is also issued by West Yorkshire Combined Authority. The Local Transport Plan is the strategy that guides the region’s decisions on transport policy and investment until 2040, impacting all forms of transport across West Yorkshire. It was last renewed in 2017, and a lot has changed since then, so the Mayor of West Yorkshire is asking for your views on what a renewed plan should involve!
Leeds Civic Trust’s Response to WYCA Local Transport Plan
We’ve reviewed the West Yorkshire Combined Authority’s draft Local Transport Plan. While it tackles some key transport issues, we believe it lacks the ambition and urgency to truly transform our transport system and achieve a low-traffic future needed for our health, environment and economy!
We urge WYCA to adopt a more forward-thinking approach that:
👉Acknowledges the challenges: Address rising car use, poor air quality, declining bus services, and growing health inequalities. Bold action is needed to reduce car dependency and invest in reliable public transport!
👉 Integrates 15-minute city and placemaking principles: Neighbourhoods should be designed with practical interventions that are underpinned by a hierarchy, starting by prioritising pedestrians, active travel and public transport, with car-use (including EVs) as a last resort or when no other option is available.
👉 Learns from others: Look to cities like Utrecht and York for bold strategies to reduce car use and increase active travel.
Together, we can build a sustainable, low-traffic future for West Yorkshire!
